Skilled construction workers are needed now more than ever to fulfill the demands of Northeast Florida’s growth. The North Florida Builders Association (NEFBA) offers a quality construction apprenticeship program for the construction workforce to meet the needs of our community’s industry employers and workforce.

The Apprenticeship Program of the Northeast Florida Builders Association is considered to be one of the best in the country.  For more than 48 years, we have provided quality training to the construction trades. As the construction industry’s workforce ages, the demand for trained construction professionals grows. NEFBA’s Apprenticeship Program is proud to be an integral part of the growth of the workforce development in Northeast Florida region.

Christina Thomas
Christina Thomas – Director of Workforce Development

Christina is an honors graduate from St. Leo University with a Master's in Educational Leadership and a Bachelor's in Business Administration. She has a former background in finance and education. Prior to joining the team at NEFBA in 2016, she worked 10 years for the School District of Clay County teaching, advising, and coordinating Career & Technical Education programs. Christina and her husband, Shawn, have been married for 22 years and have one daughter in her senior year of high school. Like true winners, the Thomas family loves cheering on the University of Alabama!

Charlie Libretto – Training Director of Apprenticeship

Charlie holds a Master’s Degree in Business Management from Jacksonville University and a graduate certificate in Educational Leadership from UNF. He is also a former graduate of East Carolina University, where he played quarterback. Charlie has nearly 30 years of professional experience in business and education. Most recently, Charlie was the Director of Strategic Partnerships for a national educational institution. Charlie has been married for 30 years to the incredibly patient, Lara. The couple has four sons. The Libretto family enjoys cheering on FSU.

Rachael Burke
Rachael Burke – Training Coordinator for Apprenticeship

Rachael is a proud graduate from the University of Georgia with a Bachelor’s degree in Child and Family Development. Prior to coming to NEFBA, Rachael spent twelve years in private education. She has been married for 21 years to her husband, Billy. They are both long-time residents of Jacksonville and have three boys. Rachael loves spending time with her family and attending the many sporting events involving her three boys. Much to both Christina’s dismay, Rachael is frequently heard yelling, "Go Dawgs! Sic Em!"

Tatum Ellison – Training Coordinator for Workforce Development

Tatum is a proud graduate from St. Augustine's Flagler College with a Bachelor's in Political Science. She spent 8 years as a paralegal using her bachelor's minor in pre-law. Currently, Tatum is an active member of COPAA advocating for special needs children. Tatum has been married for 14 years to her husband Don, who serves in the United States Coast Guard. Tatum is not a fan of I-95 traffic. Tatum and Don have two school-aged boys and they love to cheer on Notre Dame and the Jags! We find both of these teams to be acceptable choices.

Emily Beson - Marketing and Community Coordinator

Emily is a proud graduate of Florida State University with a Bachelor’s degree in Media and Communication Studies. She is currently furthering her education at FSU and will graduate in 2024 with a Master’s degree in Media and Communication Studies. Before coming to NEFBA, Emily spent two years as the Communications Intern for the Florida Home Builders Association. Born and raised in Jacksonville, Emily enjoys spending time with her three younger sisters, going to the beach, and is excited to visit Doak Campbell Stadium to cheer on the Seminoles!

Doug Powell
Doug Powell – NCCER Support Specialist

Doug is a graduate from the University of North Florida with a Bachelor's in Business Administration & Accounting. Doug also holds a certificate in education from Jacksonville Teach First Coast. Prior to his first retirement, Doug was a compliance auditor in the healthcare industry. Doug has been married to his lovely wife, Maria, for 12 years. The couple loves spending time with their 6 grandchildren. And because you can never avoid running into at least one in northern Florida, Doug is a UF Gator fan.

NEFBA Apprenticeship Executive Board

The Apprenticeship Executive Board is comprised of business leaders that volunteer their time to oversee the general operations of instructors, apprentices, training staff, and participating employers. The board maintains the integrity of the program while abiding by state department of education standards as well as program standards.
